VIN boundary
A VIN can be decoded exactly through NHTSA vPIC. The documented public recall API is model-level, however, so campaigns returned for a decoded VIN remain possible matches until the VIN is checked in NHTSA's official VIN service. We never label those campaigns as VIN-confirmed open recalls.
